Well you'd quickly get two camps. One calling for some action agaisnt russia, and the other calling for sancations.

Of course one needs to figure out a way for Russia to discover this. Muslim terrorists are not going to share information with Russia, as Bin Laden cut his teeth against the Russians.

Terrorists and/or radicals rarely tell powerful nations what they're planning to do next. Perhaps you could have significant but false proof that Russia knew, and the Americans found this out?

Considering the conspiracy nuts who are shouting that the US knew about 9/11 and let it happen, finding out about the info will be important. If the source isn't credible it will be on the news for a week or two and then disappear, but relations with Russia will be slightly affected.

However if the source is credible, than there will be some actions against Russia, though I'm leaning toward sanctions.
