Let me take a crack at it:
There were massive Communist uprisings after WWI in this TL. Russia may still be a monarchy, losing parts of the nation to Communism. Germany seems to be the standard bearer for the Communists, not Russia.

The POD is the USA deciding not to annex puerto rico and annex cuba instead. As a result of butterflies Japan loses the russo-japanese war . This leads to the monarchy in russia using its prestige to make reforms. The Tsar survives WWI but Trotsky and Bakunin have their Anarchist state in central asia. The tsar only loses some western lands but its still strong. Mexico joins the central powers and loses the north and yucatan at versailles. In 1931 the leader of the german socialist movement, Manfred Rommel(butterflies of course) takes power at the same time as Alexander Giovanni in Italy,Hirohito in Japan and Jose Ricardo G. Bondoc(heh I've always wanted to sneak in the name of a forum poster legitamately in a TL) in Mexico. Rommel invents the blitzkrieg but Jose Ricardo G. Bondoc uses it to great effect along with islandhopping in the carribean. The second world war is from 1942-1948 and it ends with only 12 nukes used,100 million dead and a far higher research/tech base.

With part of the US (Southwest) apparently being conquered by Mexico this is an ASBs scenario.
