Earlier Chernobyl

Chernobyl had a stupendous impact on the course of history because it prompted Gorbachev to make changes to the status quo that led to the end of the cold war and the breakup of the Soviet Union. But what if it had melted down in say, 1976 instead of 1986? Would it have changed the course of history differently than it did on OTL?
