Having just read a number of articles on the subject, I think that if he had escaped death in 2004, Pakistan would probably have effectively conceded Waziri independence earlier than it did OTL (2006).

So possibly an earlier Taliban resurgence once they have secure bases in Waziristan? Maybe Afghanistan flares up during the period of German leadership of the NATO force, at the same time as Iraq is turning sour?
