DBWI : British allow to have Gibraltar

During the Spanish War of Succession, Franco-Spanish troops re-captured Gibraltar from the British occupation. Let's say that it keep it long enough for it to claim as an oversea territory by the time of Treaty of Utrecht. What would have been the consequence.
