AH challenge: Baltic vs Balkan wars post-1990

Could any-1 design a post-1990 POD where the Baltic states of the FSU become the focal point for ethnic conflict instead of the Balkans ? Say if the Red Army had tried to crack down more on anti-Communist pro-independence elements in Latvia, Liothuania and Estonia during 1990-91, perhaps also on the grounds of protecting ethnic Russians from local nationalists (along similar lines as the JNA initially intervening on the side of Croatian and Bosnian Serbs during 1991-92 ?

In Pat Buchanan's book A Republic, Not an Empire, he described a scenario where ethnic Russians are oppressed in the Baltics and Russia intervenes to protect them, setting off a confrontation with an enlarged NATO.

If you want to make the Baltics instead of the Balkans an issue, have Milosevic die before the Yugoslav collapse gets too messy. However, you'll need to change the Baltics a bit.
