Oh yes. Yes they are. Considering the time period, most of the remaining humans wouldn't refer to them as "zombies" so much as "the legions of Lucifer", which is good, because "legions of Lucifer" is actually much more accurate.

I voted for Zek Sora as that total wipeout makes for the most realistic and also pleasant least-nations-as-possible scenario.
