WI no Action for Children’s Television?

I saw on the Boston Globe via a post on Toonzone then Peggy Charren who cofounded the Action for Children's Television, passed away at the age of 86. Some said then she played a part of the decline of Saturday morning cartoon with the Action for Children's Television.

What if the Action for Children's Television wasn't created or delayed by a couple of years? What would had been the fate of Saturday morning cartoons?

It took some years, but the same nihilistic, violence glorification kid programming moved from Saturday mornings to after school, evening, early morning once cable got up to speed: or to home video gaming.

Cynical, but there you are... It was and is a worthwhile goal, but it's tough sledding.
 
Maybe the action/superhero cartoons of the 70s and 80s could have been edgier, leading to more teens and possibly even adults tuning in to shows like GI Joe, Superfriends (they still werent going to use the JLA name due to fears of sounding to jingoistic), etc. This also means we either wouldnt have scooby doo or none of the scooby clones of the 70s would have been made (they were partially made as a response to the "violent" superhero cartoons of the 60s), nor any of the "message" cartoons (though i can still see Fat Albert possibly still coming out, but probably being more comedic in nature).
