With a POD in 1910, make a situation where Japan organises a "colonial legion" of sorts, where Koreans do not sign up in Japanese armies but in colonial armies. (like the British Indian Army, the Japanese Korean Army, etc)

- Japan–Korea Treaty of 1910 : Korean Empire is annexed into Japan.
