Very easy. Wilhelm decides not to directly antagonize Britain through starting an unwinnable naval race. No war over Fashoda, but continued border disputes between the two main powers in Africa leads Britain and Germany, who were close IOTL for a while, to formally ally against France and Russia (Britain's main foreign policy enemy in the 19th century).

oh well... still easy - a short "dogger bank" war between russia and great britain followed by british help during the agadir crisis against russias main ally, france. the stage is set.
