ENTRY 3
Ruthenia is a founding member and Federal Region of the East European Commonwealth.
One of the many nations created during the Napoleonic Invasion of Imperial Russia it was not expected to survive Napoleon's Fall, however at the Congress of Vienna many members wanted to curb the rise of the reinstalled Tsar and the Kingdom of Ruthenia*, albeit with it's Bonaparte King removed, was added to the Duchy of Warsaw and other lands to form the Polish-Ruthenian Commonwealth. A constitutional semi-dual monarchy (the 2 parliaments sat together but had 2 separate Prime Ministers) was headed by Maximilian of Wettin to compensate for his (new) loss of Saxony to Prussia.
During WWI the PRC grew to include Galicia and Crimea and post WWII became the East European Commonwealth of Republics.
With the end of the Cold War the EECR was one of the few countries to reinstall the monarchy. The Republics became Federal Regions each with a Prime Minister who belongs to the Council of Prime Ministers, with the Presidency of that rotating among them.

EDIT: * initially created from the Governates of Kiev, Podolia, Volinia, Poltava, Chernigov, and Minsk

ENTRY 4
During the Napoleonic Invasion of Russia, Napoleon got the brilliant idea to use the ethnic rivalries within Russia to his advantage. He would send representatives to various ethnic groups within the Russian Empire, and offered them a chance to be free of the Russians in return for assisting the French. Though many refused the offer, seeing the French as foreign oppressors, others accepted the offer.

Among these groups were the Tatars of Crimea. They created civil unrest in the peninsula, allowing for the French Navy to assault the vital warm water region.

When the war ended, Napoleon made due on his promise, and established the Second Crimean Khanate. Though the Khan would be a native Tatar, Napoleon was sure to establish the position of Vizier (borrowing the term from the Ottomans); a hereditary title, the Vizier was the second in command to the Khan, much similar to a Prime Minister. Napoleon was also sure to place a Bonaparte to the position. Over the generations, the Viziers would adapt to the ways of the Tatars, marrying Tatar women and eventually converting to Islam. By the time the Khanate broke it's ties with France, the Viziers only shared the same ancestors as the French Royal family, and little else.

Mea culpa and abject apologies for the omission of Entry 3's text.

Must remember to take more water with it in future.

It's a tie - would the creators of entries 1 and 3 like to sort out who makes the next challenge or ..... what?
