Successful Pirate Kingdom

WI one of the pirate kingdoms founded in the 17th Century had been successful? What would they have to (minimally) change to succeed?
What would they be like now?

The Trucial States were not Oman, which was a powerful and legitimate sultanate.
The Trucial States were the United Arab Emirates of today, maybe with Bahrain and Qatar.

Where are these pirate kingdoms ? Are we talking the Persian Gulf (as Stefano is), or the Barbary states, or something else ?

Western style pirates tried several kingdoms, mostly in Madagascar.
These are what I was thinking of.

That was me sorry,

Did the pirate kingdoms actually support pirates or did they simply offer sanctuary so they became nests? and since piracy is still with us, are there still pirate kingdoms too?
