WI : Margaret Zelle (Mata Hari) Didn't move to Java

How would European culture through the 1900's look like if Margaret Zelle never moved to Java in 1895, say due to never answering the advisement for marriage in the newspaper, or Rudolf Macleud picking another protential?

For one, we probably wouldn't have the iconic Femme Fatale (at least on in the OTL Modern understanding), but which other butterflies could be gotten from it?

On the topic: I'd heard that in reality she was innocent and was the victim of railroading. Since I don't know a whole lot about Mata Hari, what do you guys think?

depending on which sources you trust the most she's

a) French spy that Germany discovered (or suscepted being one) and planted evidence against
b) German spy that was discovered
c) tricked/blackmailed into a or b
d) innocent but used by French officers wanting to be seen doing something
