There's enough helicopters flying over Monaco (to the neighbourg great pleasure) that, if requisitioned, Monaco would end with an helicopter force as big as the US Army. :p

The VIP plane I mentioned is, as in OTL, housed just outside the border, in France. Naturally, there isn't any way to fit an actual runway into Monaco. Its territory nowadays is simply just too small.
