What has happened? In short, Napoleon lost the support of Poland, Poland got into a revolt and joined independence movements in Ukraine, Belarus, the Baltic states and Lithuania, overthrew Tsarist Russia on the eastern side and France's empire on the other side. Prussia lost power and was partioned. The east, Prussia proper, became Polish, and the west became part of the new German Confederacy after Napoleon had finally been defeated. The new, independent Eastern European states have formed the Pact of Minsk, in which they promised support and friendship for at least seven decades.

PS I know it should be a grand duchy, but the thing is, that Courland had its name changed: it was called the Grand Duchy of Curonia from its independence in 1813, till 1816, and from 1816 on, it was called the Grand County of Courland.
