This one troubled me the most and in the end I chose a design focusing on the Danube, the uniting element of the two countries. The six stars are a callback to both nation's old flags.

Balkan Federation (under Bulgarian suzerainty)

Clearly influenced by the EU in terms of design this flag's colors stand for the Balkans (green), peace (white) and bloodshed (red), while the eleven stars symbolize the eleven member states (Slovenia, Croatia, Serbia, Montenegro, Albania, Pindus, Greece, Bulgaria, Wallachia, Transylvania and Moldavia). The lion head de jure stands for stands for strength, de facto (just like the colors) for Bulgarian domination.

Pan-Finnic Union

The wave/river like bar in the center stands for the maritime tradition of the Finnic states, the colors stand for wealth (gold), the sea (blue) and the winter (white), while the swastika and the Finnish lion stand for the common Finnic identity. The two blue bars at the top and bottom stand for the Arctic and the Baltic Sea respectively.

The colors red and green stand for Islam, just like the crescent. The four stars stand for the four member states: The (rump) Ottoman Empire, Azerbaijan, Alash Orda and South Turkestan.

United Kingdom of France, Italy and Lotharingia (Rheinland)

For this flag I took some liberties with the terminology. Italy is just confined to the north of the peninsular (thus excluding Two Sicilies) as well as excluding Venetia, while the Rhineland is rather a second Lotharingia consisting out of the Rhineland, Alsace, Lorraine and Belgium (as well as Dutch Limburg). The coat of arms in the center reflects the three member states and French domination. The one in the upper left is the Italian coat of arms, the one in the lower right is the Lotharingian one (very much inspired by Flanders and the Duchy of Jülich). The royal colors of France in this timeline are white, blue and gold. Also of note: France has absorbed the entirety of Navarre though it doesn't have any autonomy like Lotharingia and Italy and is just a regular province.

The Maltese imagery is a given here considering that these three islands were once controlled by the Knights Hospitaller. The three golden bars stand for the three constituent islands, while the two blue bars stand for the sea separating them.

The flag for the Hungarian-Romanian union : inspired by the Union Jack, the cross of saint-andrew (for romania), reversed from the scottish one, is under the patriarchal cross of Hungary.

The union of the knights' orders (union of Cyprus, Malta and Rhodes) : after the defeats in the holy land, the orders defends the islands of the mediterannean against the muslims.

The Balkan federation, an initiative of the Bulgarian Premier after the second world war to unite the communists state of the Balkans. The stars represent the countries (Yougoslavia, Albania, Greece, Bulgaria, Romania).

The Dual Monarchy of Hungary and Romania - Founded in the ashes of the former Austria-Bohemia, this nation, more commonly known as Hungary-Romania or the Dual Monarchy, is a rather loose union between its two constituent nations. The top three bands represent Hungary; the bottom three, Romania, and the large blue band between them represents the Danube River that links them together. The CoAs are Hungary's and Romania's respective CoAs.

The Balkan Federation - Originally created in the peace treaty between Russia and the Ottoman Empire after the Turks' humiliating loss during the Slavic revolts (the Russians intervened). The fifteen stars represent the fifteen constituent nations of the federation: Bulgaria, Moldovia, Transylvania, Wallachia, Albania, Slovenia, Croatia, Dalmatia, Bosnia, Vojvodina, Montenegro, Macedonia, Serbia, Greece, and Kosovo. The white, red, and green represent Bulgaria, the head of the Federation, while the white, red, and blue represent the other Slavic nations. The white and blue represent Greece.

The United Kingdom of Finland and Estonia - This nation was created in the late 1800s with the union of former Finland and Estonia. The government is modelled after that of Great Britain. As such, the flag incorporated the same idea of mashing together the flags of constituent nations to create the new flag. Takes the Nordic cross of Finland with the colours of the Estonian flag. Also added are two stars, the upper of which represents Finland, while the lower represents Estonia. The horizontal band in the Nordic cross also symbolizes the Gulf of Finland riding horizontally between Finland and Estonia. It is also of note that this flag is one of the few non-rectangular flags in the modern world.

Celestial Horde - Similar to OTL's Mongol hordes, the Celestial Horde is a confederation of militaristic Turkic nomads who conquered everywhere from the western parts of China in the east to the Adriatic Sea in the west. They follow Tengrism, hence the blue flag and the Tengrist symbol, as well as the name "Celestial".

United "Kingdom" of France, Italy, and the Rheinland - A monarchy only in name, with a King who is merely a figurehead. The government is closest to OTL Fascism, known ITTL as "Carolingianism". After France was humiliated in the First Great War, her economy plummeted. The French wanted revenge, against the Prussians and Italians, especially. A group of French nationalists organized as the Carolingian Party, claiming that they could help France reclaim its glory, retake its lost territories in the east and south, and punish Prussia and Italy for shaming France. After France's victory in the Second Great War, Carolingian France stretched from Bordeaux to the Rhein, and from Normandy to Sicily. The Red-White-Blue bands represent France; the Red-White-Green bands represent Italy, and the large blue band represents the mighty Rhein. The symbol, originally the monogram of Charlemagne, is the Carolingians' symbol (think OTL Swastika).

The Most Serene Republic of the Islands - Originally established by the Knights Hospitaller after the took control of the islands of Cyprus, Rhodes, and Malta, this nation has slowly transitioned from a remnant crusader state into a republic. The Knights are still the military of the country, but they no longer control the government as they used to. The flag contains the shield of the Knights Hospitaller, later adopted as the Coat of Arms in the top left, Below it are three stars representing the three capitals of the republic: Rhodes, Valletta, and Nicosia. The three white bars represent the three islands themselves, with the black bars representing the sea that surrounds each one.

You know what's weird? I won the Normady-Flanders flag challenge, while I thought it was a simple flag in which I hadn't put a lot of effort due to being busy with school. And now I really try my best, also with the previous challenge, and I get only very few votes. Why would that be?

I wouldn't say you have few votes as you're only 4 off the current leader
This one is proving to be more close than I initially thought :eek:
 
And now... :( ...my top four position isn't even that sure anymore...

EDIT: Well, that's not true, I mean; everyone in the top three is gaining votes, except me, so...
 
And my original comment re 3 is now coming true - it's gained votes at nearly twice the rate as the rest.

tbh this one was hard to choose....mainly because each set had some really ad designs but then good ones too....like if you could take all the good ones out of the bad youd get the perfect flag set...least in my opinion
