Colours can be used to indicate predecessor states or tribes that the colours later represent. Like, the French colour for the Franks, the Britain colour for the Saxons, etc. |

Because they aren't a clearly-defined state or polity, unlike the later Kingdom of England, or Mongol Empire.
Even the Hunnic Empire was really just a confederation of tribes allied under a single leader. It never really had a centralized political foundation like you would find in a true multiethnic empire. |
