AHC: Make Halloween a regional holiday in the US

Your mission, with a POD during the beginning of The Great Famine in Ireland and subsequent immigration is to make Halloween a holiday celebrated in only sections of the United States, similar to Mardi Gras and Truman Day. Bonus points if you can make Día de los Muertos a holiday that is more popular than Halloween in North America.

Well it did'nt really become a nationwide holiday until the early 20th century, so just prevent the forces that caused it to be picked-up by large interests from happening I suppose.
 
For the most part it brought to America due to Irish immigration. Possibly a quota may make it a smaller holiday, or a less severe famine, if that is possible.
 
As a backlash against catholic immigrants 31. October is celebrated as a true protestant holiday. It's not national holiday, strongest where anti-catholic and anti-immigrant sentiments are strongest and merge.

The OP asks for Halloween to be regional. However, a stronger Reformation day could, indeed, be what's celebrated in e.g. much of the Midwest, while Halloween was restricted to places with stronger Catholic/Episcopal leanings.
