WI:A more Succesful Shays

Hello everyone, I was considering the potential for a TL where during Daniel Shay's rebellion against the government of Massachusett's is a bit more succesful.
The POD would be the Massachusetts militia being unwilling to seize the federal armory, due to either being ordered not to by General Lincoln, fearing federal repisals for not getting consent from Knox, or by fear of being lumped in with the rebels for seizing government property.
Either way this coupled with a slightly more coordinated assault, not lost letters and intercepted messages, Shay's is able to seize the armory and use this victory to give his rebellion enough credibility to secure more men who were unemployed and debtors. Then march on Boston with full force and overthrow the state government.
 
This could lead to a larger peace time US Army. Just because of fears of another rebellion popping up somewhere else after Shay and his force is put down.
 
There are huge similarities between shays and the arw. Its a bit amusing to a canadian, that the first is vilified, and the second lauded. ...

If it succeeded, central governments, even at the state level would be hamstrung for lack of revenue. This would give a very different, and probably much smaller one.
