What if Hipper just doesn't try it or actually confers with civilian leadership before hand and they refuse.

Does this prevent a November 1918 German Naval mutiny and revolution?
Would the lack of such mutiny/revolution give the Germans better leverage in securing more favorable amistice terms?

Most probably. No revolt of the sailors, no subsequent 'revolution' (which was a continuation of the revolt in order to escape punishment, the politicians were only free riders of the evolving situation at first).
However, the revolution in Bavaria (the first crown to fall) was supported by sailors coming from the Austro-Hungarian ports on the Adriatic. So, this may happen nevertheless.
As the crowns and coronets tumbled very easily and without resistance IOTL, things will depend on how Berlin reacts to events in Munich. If Max von Baden still 'abdicates' Wilhelm II in order to appease Wilson, things will happen with a delay of some days, but happen very much like IOTL - only without 'revolutionary' sailors.
