The Federal government of the 9 Republics wishes to express only that we have some concerns over the safety of our citizens and team if the cup were hosted in the our Bosnian neighbours due to the actions of some irredentalist groups within the country.

Beyond that, we would like to wish all nations the best of luck and an enjoyable event.

when we have 24 Teams, will we have 4 groups with 6 teams or 6 Groups with 4 Teams.

And then will we have a quarterfinal or a round of 16?

I suggest 6 Groups and round of 16

Team: Democratic Republic of Algeria (in Reality a Juche-like State!)
Justification: Algeria was invaded by the Spanish Empire and thouroughly Europeanised, so that the majority is now Spanish. Thus it is in UEFA.

Home Stadium: 29 August Stadium

Home Kit: Red with a white star in the middle.
Away kit: Black with a red star.

I would keep it the same way they did the World Cup when they had 24 teams (for example)*, as noted we have 6 groups of 4 teams, so six games in each group, then 1st and 2nd from each group would pass through, along with the four best 3rd place groups. That would make a Round of 16, then Quaters, Semis, 3rd-place and Final. I think that makes 52 games in total.

*We'd still go with more modern conventions, e.g. 3 points for a win

Indeed, though if someone else wanted to nominate Algeria or something similar I wouldn't see anything wrong with that. If we're not full in about 24 hours (arbitrary!) then I think we can open it up, but if someone takes Algeria and Portugal then there would only be three spots left.

IIRC the Euros are actually adopting this format starting in 2016....

I think someone suggested 4 groups of 6, though, and I wonder if that might be easier, simply because then we don't need to muck around with third place teams or anything like that (in particular, I'm not sure how we'd seed the second round brackets; the world cup, where 2 teams per group progress, is simpler; how do we fit in the 3rd place teams?). Top two from each group progress on to the quarterfinals. By my count that would mean 15 games per group, plus quarter-finals, semi's, 3rd-place, and the final, so... 68 games, which is a bit more work, but just throwing it out there.

We can just use FIFA's formula for this:

A2 v. C2 = Winner 1
D1 v. 3rd from B, E or F = Winner 2
B1 v. 3rd from A, C or D = Winner 3
F1 v. E2 = Winner 4
E1 v. D2 = Winner 5
C1 v. 3rd from A, B or F = Winner 6
B2 v. F2 = Winner 7
A1 v. 3rd from C, D or E = Winner 8

Good point about the 6 team groups. As for using 1982 as an example... I would go along with that, but I think FIFA moved away from that system because it increased the number of potentially-meaningless games, and at least one team in each 3-team group will lose control of it's fate before the final matchday. So, we could make this work, but since it's the same number of matches as the round-of-16 approach...
