No Latin Italy?

What if the Saminites were in a postion to win the Samnite Wars? This supports a weaker Rome before hand, so the victory in the Samnite Wars need not to be the POD to invision this, just that Rome be a competing power on the pennsylia. While not a challange I'd like to hear what people think the fates of the tribes in Italy and how that effects the surronding areas. Prehaps even a timeline from this discussion?
