AHC: Balkanise Borneo!

The challenge is to balkanise the island of Borneo with a POD after the start of the Napoleonic Wars. Most states = most points. Bonus points if you include a timeline or outline.

Maybe Hare's Banjarmasin too if he can find a way to hold onto it.

But the big question is what event/situation would prevent the Dutch and British from expanding their claims.

It was more a random initiative, but yes, there was some talk about it.
There was also an Italian guy who had figured out the place could be a suitable penal colony for Italy. I don't recall whether the Italian govt. ever took this seriously.

This could use a map. What if we saw "native" states federated under Belgian/Leopoldine "protection" and paramountcy?

That's essentially what the Dutch did Indonesia-wide at one point.
