Requirements
• Happens between 1990-2010
• Includes Germany , France , Italy and Switzerland only

Why Switzerland, and not the Benelux or Austria? This seems near impossible to me.

Austria is near ASB because it's constitution bans any union with Germany.

If the desire for such a confederation was really there in Austria, then the constitution wouldn't have stopped them. It wouldn't hurt anyone's interests. Alternatively, they could have said it wasn't union, just closer cooperation or something like that.

Constitutions can be changed, and in such a scenario, they would most likely be anyway.

No chance of Switzerland agreeing to join a confederation of any sort, probably even if it was ruled by God himself, they didn't even join the UN until 10 years ago!

They got a bit intervention-curious, but one taste was enough to drive them back into full on neutrality.
