AHC & WI: Euro-African Union

Alright, so I was thinking about this the other day but forgot to post about it then.

Anyways, first your challenge is to find a way to create a Supranational Union comprised of the majority of Europe and a significant chunk
(though not majority) of Africa.

This must be done under the following conditions;


1. It can NOT be an EU that never decolonized in Africa, though their can be one or two small areas still part of a European country similar to
OTL French Guyana.

2. All of the member-states must be democracies.

3. It can NOT be a situation of mass genocide followed by European colonization.

4. It can NOT be a 'Socialist Union', that is a case of Europe and Africa falling to Socialist Revolutions and uniting in 'brotherly socialist fraternity'.

5. It must be atleast as integrated as the OTL European Union.

European Federation quickly after WWII, and the decolonized countries join it I guess.

I think the most viable way is for Napoleon to win though.

1st republic survives and utterly crushes Europe somehow (British or German Revolutions at the same time maybe?), and setting up puppet republics in the rest of Europe, which slowly become more democratic through incremental reforms, and hundreds of years later, slow decolonization leading to chunks of Africa being released as new republics?

I don't know, seems pretty hard.
