Challenge US votes itself out of WW1

Assuming that at some stage the US goes to War, imagine a scenario where the United States ceases to be a beligerant as a result of elections, probably the Presidential eleciton of 1916 or 1920 or maybe Congressional elections in 1918.

Of course this assumes either an earlier US declaration of war or a longer WW1
