United States as a failed state by 2000

I'm wondering what kind of POD (or multiple PODs) could result in a failed state between Canada and Mexico by the year 2000, similar in scope to the conditions in present-day Somalia. Religious zealotry need not be present (though if you make it a factor in the disintegration of U.S. civilization that is fine too). Piracy in the North Atlantic, Pacific Coast and the Caribbean by American pirates is also possible.

New England secession, planter-dominated Southern states dominate the US, slavery is kept legal, slave trade re-opened and US population eventually becomes 60% slaves, then it all collapses in a nasty, bloody slave revolt which turns into a protacted nation-wide race war.
