The trend at the time was for the all the colonies to extend their borders infinitely West (often with absurd results as Mass. and Connecticut having claims on modern Michigan and Wisconsin). In this case the Pennsylvanian claim gets extended to the continental divide, which would be hard for the Virginians and/or British to challenge short of war (which would be very risky in such a balkanized / multi-polar scenario) |

Well, back then Italians were living just in the city (~60% of the city's population), the surroundings were almost completely Slovenian. So I think it wouldn't make sense to leave the city as an enclave.
