The 'empire' is called Allied Sphere of Justice and comprised of the Japanese Empire (which control whole Asian continent) and the United States (which has absorbs British Commonwealth a la in Orwell's 1984). Basicly the Sphere is the ruler of Earth after they defeat Greater Soviet Union in the Red War of 1942-1948.
The Sphere has propaganda of hypocritical freedom and prosperity showed (which available to its Citizens) while hammered the rest of world's population into slave labor.
Well, that's the backstory.
