What would happen if I were to reduce craftsmen needs to 10%, then increase clerk's and clergy's 10 times. Shouldn't that keep the economy stable, plus giving the additional bonus of giving you more clergymen to speed up literacy?

If you want to make more clergymen and clerks, a better idea would be to mess around with their conversion rates. Make it more likely for other pops to turn into them, and less likely for them to convert to other pops.

Time to get too ambitious!

I tried adding an extra decision to UncivFlavor.txt, but it doesn't show as a potential decision when I load up the game as the country specified. Does anyone know why? Here's the text:

Been playing a Spain game and it's a lot easier to get to a decent position than in Vicky 1, where you were limited a lot as Spain. So far Cuba, Hispanola, Puerto Rico, and the Philippine regions are states, I've outlawed slavery, and the provinces in Mindanao are even Spanish cores.

Oh man, I wish there was some prompt for the AI to release satellite states in conquered territories. Prussian Bohemia ought to be free, and Russia would do well releasing a puppet Armenia.

I don't see a problem with it. Is Prussia taking Bohemia from Austria-Hungary really that implausible?

I know it's the era for it, but "Victoria II: The Blobbening" is something I'd rather avoid to a degree.

China has had a few wars with Panjab (the pink below China's Central Asian bit) where they took a couple Panjabi states. The green in the Levant is the Two Sicilies invading Egypt a bit.

One last silly question-- I've finally decided to have a go at Prussia, and have gotten all the North German states into my sphere of influenza by 1841. How come the "North German Confederation" option still isn't available, then? Do I have to wait for Hanover to no longer be the UK's satellite or something?

Do you have Denmark? When I was messing around with Austria, I switched tags, had Prussia declare a War of Unification, and switched back. A couple months later, I saw Prussia and its satellites turn into the NGF.

That really only happened with HOI3, which Paradox has definitely learned from. Victoria II is certainly playable and is a good game right now. With patches and expansions it will get better, but so does everything as more work is put into it.

Eh, too late for that. I've played the brinkmanship game with Austria so hard that now it declares war on me before the savegame even completes loading.

I'd argue it happened with EU3 as well. And Crusader Kings. And hell, Victoria 1 too for that matter. They all needed patches and expansions to be good games. Before that they were passable, at best. It's a recurring trend.

But maybe I just have my standards set way too high.
