ME7: Cartagena Conference
Cartagena, Kingdom of New Granada
Wednesday April 7, 1886 The representatives of the various nations of the Americas have begun to gather in Cartagena, Kingdom of New Granada, for a conference to discuss the event and its ramifications for the region. The official start of the conference will begin later, once the representatives of countries who have said they are coming are all assembled. We recommend for some of the farther nations that they consider sending some of their ambassadorial staffs already in New Granada as representatives, to cut down on long travel time. OOC: You should move the date further. It will take a while to get there for many of the officials invited. I'm not going but I guess from La Plata to Cartagena will take more than a week to arrive by train and they have to first get permission from the Peruvians, etc. Need to move your date of the conference at least to the end of the month at the earliest in my opinion.

Train English channel -4720 -10-11 days Santiago - ~2000 -4 days Rio de Janeiro -~3000 7--8 days Benos Aires -~4000 - 8-9 days There would also be time taken while deciding how to answer your Invitation. They probably won't come by train as the lines were cut at the Borders, and it is unlikely , They use the same Gage.

OOC: Okay, then why don't we retcon to make the Conference starting date Monday April 12, 1886. That would give a little more time to gather. I think they would want to start earlier rather than later, and if they wait much longer they are going to run into Easter. Or do you think we need to wait until after Easter?

There will be an "International" Telegraph Office available to the delegates in Cartagena to contact their governments for instructions. We believe you should be able to directly contact your Mauriafrica from there. |

Based on responses received from the various nations of the Americas we believe the official start of the Conference will be Monday, April 19th, 1886.
For those of you who arrive early, we would love to hear a little about your nation and your history, and perhaps some of the things you would like to see appear on the agenda when the full conference starts on the 19th. Where possible, please do bring your families to enjoy the Easter holiday on the 25th. Cartagena is a lovely city to celebrate our Lord's resurrection in. |

Quote:
Welcome to the Conference. As for the Kingdom of New Granada (Reino de Nueva Granada), we wish to establish strong and friendly relations with all the nations of this new world, particularly those of Hispanic origin who we share some culture and history with, even if centuries removed. Building on work begun by Father O'Reilly of Pope Beneficent V's staff, and elaborated by my own ministry staff working with your embassies, we have come to gain a rough picture of just how great that divide is. Obviously, the question of monarchy is a difficult one in these times. Some of the nations of the Americas hold loyalty to monarchs who are no longer contactable. And even the Hispanic nations we believe have very divergent Royal Lineages, making any attempt to assign the duties to another of the Royal Line problematic to say the least. In our own world, we had a Hispanic Empire that comprised all of South America, the Caribbean, and much of North America as well, all under the rule of autonomous Vassel Kingdoms. This system of fealty we suspect will not be practical in this world. However, we do see the very real possibility of forming a Hispanic Coalition, as the Viceroyalty of Peru has suggested. This would be based on respect for our borders, liberal trade agreements, strong cultural and societal ties, and a commitment to the common defense of our nations. Now, we realize that while the majority of nations of the Americas are of Hispanic origin, this is not entirely so. We also recommend serious consideration of a greater coalition with similar goals for the entirety of the Americas. We have a unique opportunity here in that none of our nations have really ever fought one another. Perhaps this is a record we can continue. As for specifically the Viceroyalty of Peru, we of New Granada support their nation and respecting of the region that was transported here. We would recommend perhaps continuing as a Viceroyalty, especially in light of the fact that we have no way of knowing if this event is permanent, or if someday we might return to our own worlds. It would be a terrible shock for the Spanish Emperor to discover his Viceroyalty sworn to another or forming an independent nation. However, obviously in this situation Peru must take on all the responsibilities of self governance. We would suggest to our Southern neighbors that they consider using our own nation as a reference for how such a restructuring could occur, with their Cortes assuming the responsibilities of governance much as our own does, and the Viceroy playing the same role as our own King, in lieu of the Spanish Emperor during his absence. |

April 19 the representatives from the viceroyalty of el Perú have arrived to the conference. they want to have a relation with the kingdom of Nueva Granada like the one they have with the old viceroyalty of Nueva Granada. they can have a common foreign policy, military defensive alliance and favored trade between el Perú and Nueva Granada. we want to have good trade relation with La Plata and a defensive treaty but not the same as Neuva Granada. we have not contact with Castille brazil not with Mauri brazil. |

We would be honored to enter into close relations with the Viceroyalty del Peru. A military defensive alliance and favored trade status are certainly what we are aiming for at this conference. A common foreign policy would also be desirable. How does the Viceroyalty del Peru envision such policy being set? |

New Granadan Foreign Minister Uribe responds: We are heartened to hear of the Republic of La Plata's interest in a common defensive pact. We would be very welcoming to such a pact between ourselves, the Republic of La Plata, and the Viceroyalty del Peru. We also hope that other nations of the Americas might be interested in participating in such an agreement. It would allow us to quickly establish peaceful relations and safety in the Hemisphere, which would be a great comfort to all post event and allow for the flourishing of commerce and economic growth in the Americas. |
