English majority language

Have a POD and TL where English (understandable by an OTL speaker) is the first language of 51+% of the world's population in 2004.

India and Pakistan?

If the English, when ruling India and Pakistan, had determined to set up free schools for the countries that taught solely in English, this would increased the numbers of speakers. If a great economic advantage then resulted from using English, the usewould have spread.

Would India plus Pakistan, plus the rest of today's English Speakers make 51%?

Capetown Liberia from 1776

Revolutionary war peace treaty specifies that the slaves freed by Dunsmore will be sent to Africa instead of being abandoned. They spread over Africa, bringing the language with them, instead of the separate European colonies and languages. Since they are more willing to meld with the natives they are more successfull at spreading the language. The convenience of trading with Africa also tends to make English slightly more usefull for European countries in general.
