I'm not sure that 19th century famines were (proportionally) as deadly as 1932, but they were damn serious nethertheless. Alexander III's Finance Minister used to say in late 1800s: "we might starve but we will still export".
No, not as severe, proportionally. But deadly and regular in any case and sharing much in common in terms of causes.
