WI: Treaty of Lisbon Succeeds
What if the Treaty of Lisbon succeeded in 2007, and created a more centralized European Union? Would this at all effect the addition of new member states? Would it lead to a united European Union?

What exactly is the PoD you are suggesting? "The Lisbon Treaty succeeds" is very vague.

Well, it may not fail, Ireland is set to vote on it again in the fall, and opinion polls are showing that it's likely to pass this time around.
The only reason it failed initially was people felt they did'nt know what it was all about before voting the first time.
