Communities of nuclear mutants

More Soviet-era WIs- I remember watching more than 10 yrs ago a 60 MINS documentary on the legacy of Soviet nuclear testing in Kazakhstan from the 1960s, which resulted in extreme deformities affecting newborn mothers, including 1 horrific image of a preserved stillborn baby that was literally cyclopean (born with 1 eye in the middle of its forehead). Remember also that X-FILES episode set in Pennsylvania or NJ with that Chernobyl-created nuclear mutant runnin around ? Now, WI there developed secret cmmunities of such nuclear-scarred mutant humans in areas where the major powers had conducted nuclear testing ? If these communities in places like Kazakhstan, Chernobyl after 1986, Xinjiang, French Polynesia, the US Pacific Trust territories or southwestern Indian reservations, or Monte Bello Island or Aboriginal lands near Maralinga, South Australia (where the British had conducted nuclear testing up to 1957) had been revealed by the media, what would've been the world's reaction to such nuclear-induced horrors ?
