United States of Greater Austria (Federation of Austria-Hungary)

What if Austria-Hungary had all of its regions federalized creating the Federation of Austria-Hungary. They would give representation to all of the ethnic groups within the Empire. There would be a lot of unofficial languages but German and Hungarian are used for government work. There would be a single nationality of Austria-Hungary. Lets see if there would be a national movement promoting Austria-Hungary as a single nationality. Would the federalization of Austria-Hungary have the same concept of nationality and cohesion as India if a concept existed as many ethnic groups contribute to nationality. Would Austria-Hungary be seen as India because of its so many different cultures. Would the country prevented be broken up after World War I if there was such a cohesive national identity. This was first proposed in 1843 but would this be achieved much earlier if it were to happen in the 1800's.
