Alternative Person

Wasn't sure where to put this but does it count as Alternative history to do a biography of someone who never existed but his birth is the POD and has a profound impact on the world. I had an idea for a TL on this but wasn't sure if it counted as Alt history.

Sure, its like what Stephen Fry does with the alternate leader of the Nazis in "Making History"

Its as much valid Alternate History as anything else - after all, your man "who never existed" could just as easily be any real-life figure who DID exist, but whom we don't know much about, and who you could spend ages learning about in order to construct a timeline based around someone nobody has ever heard of, so you might as well create someone to be this person.
