A different typy of Palsy for KWII

Ive just been thinking about how to have a different outcome for the German empire.

it probably needs to be before KWII reign to be realistic

as we know Wilhelm II suffered from Erb's palsy but what if during his difficult birth he suffered from the more serious Cerebral palsy.

would Wilhelm have been passed over for the throne or would somebody ruled as regent until his death?

What effect would a severely disabled Wilhelm II have on the course of German history.

without wilhelm's abrasive character could Bismarck have stayed on longer as kanzler?

would a Kaiser Heinrich have listerened to Tirpitz?

could the reinsurance treaty with russia be renewed?

could it have been possible for Germany and Russia to have actually allied say against Austria?

what would the political world of 1914 looked like?

for all the naval race GB wanted a divided europe so they would have sided against a strong germany even if they had a less threatening fleet.

I'm just fishing for thoughts of how a TL in which wilhelm isn't kaiser would have turned out.
 
Cerebral palsy doesn't mean a severe disability. Yes, it is possible for a difficult birth to result in CP. No, I don't think it would really affect the TL.
