Is there a way I can both erase and add state lines? The way It is now when I open the image I saved on my desk top, if I try to erase state lines It won’t allow me to. The curser becomes a No symbol, like the circle with a line through it on no Smoking signs

I haven't had any problems with it. Perhaps you should try re-saving it as a BMP?
