WI Supreme court upheld campaign finance limits

I believe that in a case about a guy called Buckley the Supreme Court said that you could not limit how much someone can spend on their election campaign.

If that case had gone differently might effective campaign finance laws have been enforced in the US.

What would have been the consequences?
