As far as finding OBL is concerned, that is correct. But AIUI the location of the Al Q'aeda camps within Afghanistan was well known, so it would have been possible to take them out. That would have been the minimal response.
IMO there was no point in kicking the Taliban out of the country unless there was the intention to put in the resources necessary to establish
and support a democratic government.
One of the basic problems with US policy in the Middle East was that they didn't want to get sucked in to any messy business, so they thought in terms of using their military technology to flatten the bad guys in a quick and surgical way, then pulling out. Unfortunately, they didn't realise that knocking out the bad guys is only the beginning of the process, and by far the easiest stage.
