The power of the almighty GNU Image Manipulation Program! I used the Select By Color tool on the ocean, filled it in with the single ocean color (using the "fill whole selection" option on the Bucket Fill tool), then did the same for the polar ice; then I shift-clicked to select both the polar ice and the ocean, and inversed the selection, thus making me select all the area I hadn't filled in (i.e. the land and a few pixels that weren't caught by the select-by-color tool as being ocean or polar ice; the latter is part of why it needs cleanup, and why there are so many random one-or-two-pixel islands). I filled in this new selection with terra nullius green, then went to Select...Border and entered 1. With only the pixels that bordered the land now selected, I filled with black to create the coastlines.
