My understanding is that part of the Butterfly Effect as we use the term here, is that ever chance effect after a POD, is still a chance effect WITH A NEW ROLL OF THE DICE.

Actually it might be a misuse of the term.

No. Before his conception, not birth. Which sperm hits the egg is in good part a matter of chance. Less than a second and the same sperm proably wins. Minutes, and it almost certainly doesnt.
