What if no attempt at Der Tag is made Nov 1918

What if Hipper just doesn't try it or actually confers with civilian leadership before hand and they refuse.

Does this prevent a November 1918 German Naval mutiny and revolution?
Would the lack of such mutiny/revolution give the Germans better leverage in securing more favorable amistice terms?
