Question WI: Magonistas in Maximilian's Mexico?

Tell me this, if butterflies do not prevent the births of the Magón brothers how might their lives and influence be different in a Mexico ruled by Emperor Maximilian I?

Depending on how Maximilian's rule goes...
If Maximiliano manages to put up a Liberal government, I doubt that the Magonistas would try to pull something on them, unless there's a lack of protection laws that favor the workers. But if there are none of these laws, they might be remembered as pro-worker rights activists.
However, if there's a conservative government akin to the one from Díaz, they will surely become an annoyance.

Anyway, I can't really count if the Flores Magón brothers would be born, considering that their parents met during the Battle of Puebla. If it goes as OTL, their parents will surely meet, and the Flores Magón brothers will be the same as OTL, albeit a bit less violent
