They did not tolerate it`s existence IOTL, but the difference here is that the Allies can do less about it because the Red Army isn`t holding Germany`s two arms and one leg.
The atomic bomb is a weapon, not a magic talisman. It can`t work miracles; only crush, burn and irradiate shit. If it doesn`t crush, burn and irradiate enough shit then it isn`t a war winning weapon.
