Balkanization of the us effect on nuclear weapons distribution.

I wondered: how would a Balkanization of the us into 50 member states (am not getting into ethnic of racial or religious states......yet) deal with splitting the nuclear arsenal? Would you all feel safe if Texas and the resurrected confederate states had nukes? What about Mexico s reaction to that? Or Cuba? That seems like something interesting to look into.

For the purposes of this exercise the central government is dissolved by a congressional session and new blocs are set up by successor states.
