AH Challenge: Technocratic USA
With a POD no sooner than 1929, have the USA adopt a system that can be called technocratic. Rule by the skilled, etc. The ruling class of engineers, professors, and other experts of their fields decide on what must be done. Bonus points if you don't involve "Technocracy, Inc."
