Aliens invade in the 1960s when everyone was having UFO sightings and impose their rule on us and send colonists. By 2004 there are enough colonists that for the fun of it, the Aliens allow for all adult aliens (over the age of 1,400) to vote for a President of the World.

George W Bush orders the US Army to invade the UN building in New York claiming that WMD are being stored there. A month later he lands a A-6 on the USS America in New York Harbour claiming victory for democracy.
In the month that follows he reforms the UN wherein each country elects one representative to act as a deligate to the new General Assembly. In turn, the new World President is then elected by the General Assembly. Dubya puts his name forward for the election whilst Jeb Bush handles the counting of votes. Other candiates are also involved, some very good ones in fact. However, Dubya, just scrapes in thanks to a confusing voting ballot wherein some deligates thought they were voting against Dubya & not for him. Dubya begins his first term of 10 years as World President. He declares the 2004 USA Presidential election to be null-in-void because President Elect John Kerry is planning to invade the UN Building in New York on false pretences. The USA becomes leaderless. Americans are amazed that, even with no President, nothing drastic, radical or new happens as everything carries on as if Dubya was still in office as the American President.
