Interesting, but implausible. The North American Federation of Socialist States of OTL was already dismantling its military when the United Kingdom granted them independence in 1918 -- the Quebecois are dyed-in-the-wool pacifists, and wouldn't have joined the Federation any other way. And what exactly are they going to fight with Moscow over, anyway? Even if radicals in each nation found something to fight about, I'm sure we could count on the United States of America to step in -- after all, it would hardly do them any good to have their two closest allies fighting each other.

My guess is that this is for an ATL wherein the The North American Federation of Socialist States when Chairman Donald Perier and Czar Alexander III clashed over the price of oil in 1961, nearly triggering the dreaded "1960s Oil Crisis". Considering it is probably an ATL without the reforms of President Joseph P. Kennedy Jr., this sounds like a dystopian TL.....

Yeah, I can't wait to hear about the 'Japanese Missile Crisis' in the documentaries to come. I hear the Moscauvites are bootlegging it and selling it to everyone in the Socialist states. But, so close to full-scale nuclear war, it is not fun to think about.
